Paul's farewell to the Ephesian elders includes the self-attestation that 'I did not shrink from declaring to you the whole counsel of God' — a claim that makes completeness of proclamation a mark of faithful apostolic ministry. The phrase 'the whole counsel of God' (pasan tēn boulēn tou theou) has been interpreted as the totality of doctrinal teaching, the complete ethical demands of the faith, or the comprehensive plan of salvation including both judgment and grace. The verse stands as a rebuke of selective preaching that emphasizes comfort while minimizing repentance, or grace while omitting judgment.
