God's covenant promise that 'my spirit that is upon thee, and my words which I have put in thy mouth, shall not depart out of thy mouth, nor out of the mouth of thy seed, nor out of the mouth of thy seed's seed' secures both prophetic inspiration and its transmission through generations. The verse concludes Isaiah 59's portrait of the divine warrior-redeemer (verses 15-20) who comes when human righteousness is nowhere to be found — suggesting the Spirit-endowed community is established by divine intervention, not human achievement. Paul cites Isaiah 59:20 ('the Deliverer shall come out of Zion') in Romans 11:26-27 as evidence for the future salvation of all Israel, reading the covenant of verse 21 as the still-operative foundation for Israel's eschatological hope. Jeremiah 31:33 and Ezekiel 36:27 develop parallel covenants of Spirit-indwelling that ensure Torah-faithfulness in the last days.
