The new covenant's relational formula is stated with lapidary simplicity: 'They shall be my people, and I will be their God.' This 'covenant formula' (Bundesformel in German scholarship) appears throughout the Hebrew Bible as the core relational statement of the Sinai covenant (Leviticus 26:12; Deuteronomy 29:13), but here it is placed in a future redemption context. Jeremiah 31:33 and Ezekiel 36:28 develop the same formula with the addition of the new heart and new spirit, showing the prophets understood covenant renewal as both relational and transformative. Revelation 21:3 gives the formula its eschatological finality: 'they shall be his people, and God himself shall be with them.'
