The double 'verily, verily' introduces a promise of present spiritual resurrection: 'the hour is coming, and now is, when the dead shall hear the voice of the Son of God: and they that hear shall live.' The 'and now is' is among the most striking 'realized eschatology' formulations in John — what is usually associated with the final hour is happening now in Jesus' ministry, as his voice summons spiritual life from death. The 'dead' here are primarily the spiritually dead who need regeneration, though 5:28-29 immediately expands to physical resurrection. This present/future tension in John's eschatology (already/not yet) runs through the entire Gospel and anticipates Paul's 'new creation' language in 2 Corinthians 5:17.
