Isaiah 29:10
For the Lord hath poured out upon you the spirit of deep sleep, and hath closed your eyes: the prophets and your rulers, the seers hath he covered.

Study Note
The divine judgment of spiritual blindness — 'the Lord has poured out upon you a spirit of deep sleep, and has closed your eyes' — is one of the Hebrew Bible's most disturbing formulations: God is the active agent of Israel's inability to see. Paul quotes this verse in Romans 11:8 (combined with Deuteronomy 29:4) to explain why much of Israel failed to recognize Jesus as Messiah — a hardening that in Paul's reading is temporary and purposive (Romans 11:25-32). The image of closed prophets and veiled seers reflects Isaiah's own commission to preach to a people who will hear but not understand (Isaiah 6:9-10), making this verse part of a consistent theology of divine judicial hardening. Jesus quotes Isaiah 6:9-10 in Matthew 13:14-15 in the same context of Israel's partial unresponsiveness to the kingdom announcement.
