The metaphor of 'treasuring up wrath' inverts the normal saving impulse: every act of impenitence compounds a mounting account that the day of judgment will call due. The passage establishes that divine judgment will be impartial (verse 11) and according to works (verse 6), grounding Paul's argument about universal culpability before the grace announcement of Romans 3-5. Ecclesiastes 12:14 ('God shall bring every work into judgment') and 2 Corinthians 5:10 develop the same accountability structure.
