The application of Hosea's language — 'once you were not a people, but now you are God's people; once you had not received mercy, but now you have received mercy' — to Gentile believers represents one of the most theologically significant re-appropriations of an Old Testament text in the New Testament. Hosea 1-2 named the children of the covenant Lo-ammi ('not my people') and Lo-ruhamah ('not shown mercy') in the context of Israel's unfaithfulness, with the promise of restoration to people-hood. Peter applies both the negative and positive elements to his Gentile addressees, implicitly including them in the covenant renewal promised to Israel.
