The phrase 'he is Lord of all' (houtos estin pantōn kyrios) is particularly significant in the context of Cornelius's household — it explicitly extends Christ's lordship beyond Israel to 'all,' dissolving the ethnic boundary that Peter's vision (verses 9-16) has already challenged.
