The early church's prayer in Acts 4 identifies Herod, Pontius Pilate, the Gentiles, and the people of Israel as together responsible for the death of Jesus, quoting Psalm 2's kings and rulers conspiring against God's anointed. The theological interpretation is precise: what human conspirators 'gathered to do' against God's holy servant was also exactly 'what your hand and your plan had predestined to take place' (verse 28).
