God's direct address 'do not fear, for I am with you; do not be dismayed, for I am your God' is part of the 'fear not' oracle — the most common divine speech pattern in Second Isaiah, appearing over a dozen times. The fourfold repetition ('I will strengthen you, I will help you, I will uphold you with my righteous right hand') escalates in intimacy, each verb more relational than the last. The oracle is addressed to 'Israel' (verse 8) described as God's servant chosen from the ends of the earth, framing comfort within a global and covenantal context. The verse's language of divine companionship in fear has made it one of the most consulted texts for pastoral care in times of anxiety.
