Micah's opening challenge — 'Hear, I pray you, O heads of Jacob, and ye princes of the house of Israel; Is it not for you to know judgment?' — grounds the political critique in the leaders' own professed identity: those claiming authority over Israel's covenant community should be uniquely equipped to administer justice. The indictment that follows (verses 2-3: flaying skins, breaking bones, eating flesh) uses graphic cannibalism imagery to convey the totality of leadership's exploitation of those in its care. This prophetic critique of institutional leadership that exploits rather than serves its community is the OT foundation for Jesus's servant-leadership teaching (Mark 10:42-45: 'whosoever will be great among you, shall be your minister'). The verse anticipates the NT principle that greater authority entails greater accountability rather than greater exemption (James 3:1; Luke 12:48).
