The application of Hosea's language — 'once you were not a people, but now you are God's people; once you had not received mercy, but now you have received mercy' — to Gentile believers represents one of the most theologically significant re-appropriations of an Old Testament text in the New Testament. Hosea 1-2 named the children of the covenant Lo-ammi ('not my people') and Lo-ruhamah ('not shown mercy') in the context of Israel's unfaithfulness, with the promise of restoration to people-hood. Peter applies both the negative and positive elements to his Gentile addressees, implicitly including them in the covenant renewal promised to Israel. The verse is foundational for understanding the church as the eschatological assembly of renewed Israel, constituted by divine mercy rather than ethnic lineage.
