'I will pour water on the thirsty land and streams on the dry ground; I will pour my Spirit upon your offspring and my blessing on your descendants' — the parallelism identifies water poured on dry land with the Spirit poured on descendants, a connection Joel 2:28 and Acts 2:17–18 develop explicitly. The agricultural metaphor of irrigation transforming barren land into fertile ground describes the effect of the Spirit on human receptivity — a common Isaianic image for divine renewal (Isaiah 32:15; 43:20).
