The proclamation — 'the LORD has bared his holy arm before the eyes of all the nations, and all the ends of the earth shall see the salvation of our God' — presents Israel's imminent liberation from Babylon as a globally visible display of divine power. The metaphor of God 'baring his arm' (rolling up a sleeve for action) draws on warrior imagery while the qualifying 'holy' (qodesh) insists that the divine warrior's action serves the revelation of divine character rather than mere conquest.
