The Branch will 'bear the glory, and sit and rule upon his throne; and he shall be a priest upon his throne: and the counsel of peace shall be between them both.' The combination of royal and priestly offices in one person breaks the strict Israelite separation between Davidic kingship and Aaronic priesthood — a union foreshadowed only in Melchizedek (Genesis 14:18; Psalm 110:4). Hebrews' central argument (chapters 7-10) develops precisely this Melchizedek-priest who is simultaneously royal and sacerdotal, applying it to Christ's definitive high-priestly ministry. The 'counsel of peace between them both' likely refers to the royal-priestly union within the one person of the Branch, though some read it as Zerubbabel-Joshua harmony prefiguring the ideal.
