The establishment of new communities of believers, modeled throughout the book of Acts. Paul's missionary strategy centered on planting churches in strategic urban centers — Antioch, Philippi, Thessalonica, Corinth, Ephesus — from which the gospel would radiate outward (Romans 15:19-20). He described himself as a 'skilled master builder' who laid foundations (1 Corinthians 3:10). Paul appointed elders in every church (Acts 14:23, Titus 1:5) to ensure ongoing leadership. The church is God's primary instrument for mission (Matthew 16:18, Ephesians 3:10). Each new congregation becomes both a worshipping community and a sending base for further expansion.
