The 'two immutable things' are God's promise and his oath (verse 17), creating a double guarantee for believers' assurance. The 'fled for refuge' imagery evokes the cities of refuge in Numbers 35 — those who had accidentally caused death could flee to a designated city and be safe from the avenger of blood. Applied to believers, the verse makes the anchor of hope in Christ's high priesthood (verse 20) the ultimate refuge-city: entry is through faith, and once inside, the divine oath makes the refuge impregnable.
