Numbers 24:17 foretold, 'A star will come out of Jacob; a scepter will rise out of Israel.' Esther 4:11 shows the golden scepter as a sign of royal favor. Psalm 45:6 declares, 'Your throne, O God, will last for ever and ever; a scepter of justice will be the scepter of your kingdom' — applied to Christ in Hebrews 1:8. The scepter represents the righteous rule that Christ exercises now and will display fully at his return.
