The promise that 'thy people also shall be all righteous: they shall inherit the land for ever' presents the eschatological community as completely transformed — moral righteousness (tsaddiq) pervading the entire people, not merely a remnant. This universalisation of righteousness within Israel fulfils the covenant goal of Deuteronomy 6:25 and looks ahead to Jeremiah 31:33-34's new covenant promise that the law will be written on every heart.
