The new covenant promise — 'I will put my law in their inward parts, and write it in their hearts; and will be their God, and they shall be my people' — is quoted more extensively in Hebrews 8:8-12 than any other Old Testament passage, identifying it as the charter of the new covenant established in Christ. The internalization of Torah ('in their inward parts') signals the transformation from external legal compliance to Spirit-enabled obedience from the heart — the very transformation Ezekiel 36:26-27 anticipates through the new spirit and new heart. Paul's 'epistles written not with ink, but with the Spirit of the living God; not in tables of stone, but in fleshy tables of the heart' (2 Corinthians 3:3) applies this promise directly to the Corinthian community.
